AEC has managed a wide variety of environmental activities at several hundred regulated sites in Illinois, Indiana, Michigan and Wisconsin.  We work with private industrial/commercial companies, government agencies, real estate firms, banks, law firms, insurance companies and homeowners.  Our work includes a wide range of environmental services that include environmental site assessments (due diligence), underground storage tank removals, leaking tank assessments, indoor air quality, lead-based paint testing, and environmental litigation support.

Phase I Environmental Site Assessment

The funny thing about land is they are not making any more of it.  Here in DuPage County, buildable land is already over 90% developed, so new developments are often RE-developed or recycling of previously developed sites.  Supportive clients in this venue is a pillar of sustainability in today’s green environments, and we provide this service for many developers, banks and commercial/industrial clients.

Phase I Environmental Site Assessments (ESA’s) are a critical tool for property managers, investors, borrowers, and lenders to provide environmental due diligence on developed and vacant properties before purchase, sale, development, refinancing, or foreclosure.  Because the threat of litigation and the cost of remedial action are considerations with every property transaction, financial institutions and corporations require an ESA before making a financial commitment.

AEC’s staff conducts many environmental site assessments yearly to evaluate existing environmental problems from past operations and potential environmental problems. Phase I ESAs are typically conducted in conformance with ASTM Standard Practice E-1527 and include the following components:

  • An inspection of the subject property
  • Data evaluation report preparation
  • A records review for evidence of present and historical use of the subject and adjacent properties
  • Interviews with current owners and occupants as well as local government officials

Phase II Environmental Site Assessment

AEC’s site investigation (Phase II) experience includes sampling and analyzing all types of media, including air, soil, sediment, and water for a variety of chemical constituents; preparation of work plans, sampling and analysis plans, site safety plans, and other project-specific quality and project management plans that may be required; and developing strategies ranging from quantitatively assessing environmental and health risks to qualitatively field screening sites for potential hazardous materials impacts.  AEC has experience in the following investigative procedures:

AEC assists client in selecting cost-effective remedial technologies to bring sites to closure through a combination of risk assessment and remedial action.  Our site restoration services focus on assisting clients in remedy selection based on practical experience gained from designing, testing, and implementing remedial actions.  AEC understands that remedy selection involves matching methods and technologies that focus on attaining defined business objectives.  AEC has designed and installed treatment systems with a variety of technologies.

AEC has helped clients obtain No Further Remediation (NFR) letters for their properties.  The NFR letter is used to assist in a property transfer by informing an individual buying or selling a property of the environmental site conditions.

 AEC works with the Illinois EPA and our clients to create a plan that satisfies all parties and avoid unnecessary expenses and project delays.  AEC creates Site Remediation Plans to meet the needs of the clients and find ways to work with budget and time issues.  These site-specific plans can involve:

Performing corrective action for a specific chemical release
(benzene from a leaking tank or spill)

 Clean up of a portion of a property
(clean up on 1 acre of a 10-acre property)

Perform a comprehensive site investigation
(address all recognized environmental conditions)

Conduct a specific remedial action
(drum removal, soil removal, install engineered barrier, etc.)

Clean up for a specific land use
(clean up to industrial or commercial standards)

Mold and Indoor Air Quality

Anderson Environmental Consulting maintains state-of-the-art instrumentation and provides experienced personnel for conducting routine to comprehensive Indoor Air Quality (IAQ) surveys, studies, and investigations.  AEC follows the industry accepted standards and recommended guidelines including, but not limited to those developed by American Conference of Governmental Industrial Hygienists (ACGIH), American Society of Heating, Refrigerating, and Air-Conditioning Engineers (ASHRAE), Institute of Inspection, Cleaning and Restoration Certification (IICRC) and the New York City Department of Health guidelines.

AEC receives frequent requests for IAQ assessments from building owners, office and property managers, health and safety professionals, real estate companies/agencies, childcare facilities, homebuilders, government agencies, and private residents.  The majority of the requests involve addressing mold-related problems.  AEC’s mold investigation surveys typically consist of:

  • Obtaining site-specific historical information regarding mold-related problems and adverse health effect’s complaints

  • Inspecting heating, ventilation, and air conditioning (HVAC) systems and components

  • Inspecting for indicators of mold growth (water leaks, moisture levels) and identifying the source

  • Eliminating any other causal agent (for example, cleaning fluids, solvents, gas leaks)

  • Testing and identifying molds in the air, and molds observed growing on surfaces or growing within materials

  • Evaluating the findings and applying them to peer-reviewed, industry consensus guidelines

  • Recommending appropriate corrective measures

Asbestos

Asbestos is a naturally occurring mineral found in certain rocks. This mineral separates into strong, thin fibers that are not visible to the naked eye. Asbestos was commonly used in home building materials before the mid-1970s and occasionally until the late 1980s because it is strong, fire- and corrosion-resistant and a good insulator. Common uses of asbestos include the following:

  • As a building material additive to enhance strength (for example , asbestos was added to concrete, asphalt, vinyl materials in roof shingles, pipes, siding, wall board, floor tiles, joint compounds, and adhesives)

  • As a fireproofing material applied on steel beams and columns during construction of multistory homes

  • As a thermal insulation and as a means of controlling condensation

  • As an ingredient in acoustical plaster

  • As a component of a mixture of sprayed on ceilings and walls to produce a soft, textured appearance

If the materials discussed above contain more than one percent asbestos, they are considered asbestos-containing materials (ACM).  ACM can be friable or non-friable.  When dry, friable ACM can be crumbled or reduced to a powder by hand pressure and presents a greater risk to human health than non-friable ACM.  When dry, non-friable ACM cannot be crumbled or reduced to a powder by hand pressure.

If ACM is in good condition and left in place, it should not present health risks.  However, if a building is going to be demolished, renovated, or remodeled, care should be taken to prevent the release of asbestos fibers into the air.  Inhalation of microscopic asbestos fibers from friable ACM can cause health risks.  Once inhaled, asbestos fibers can become lodged in tissue for a long time and can cause cancer.  Asbestos can also cause asbestos-related diseases or problems such as asbestosis, a progressive disabling and potentially fatal disease; mesotheliona, a rare cancer of the mesothelium, a thin tissue layer that lines body cavities and surrounds internal organs; and pleural plaques, scar tissue in the chest cavity.  The number of fibers a person must inhale to develop asbestos-related disease is not known.  At very low exposure levels (such as being in the same room as a cracked tile containing asbestos), the risks can be negligible. However, during renovation and removal activities, risks from exposure are greatly increased.  Also, smoking greatly increases the risk of asbestos-related lung cancer. Almost all known cases of asbestos-related lung cancer occurred among people who smoked and were exposed to asbestos.

CCDD Requirements

As of July 1, 2008, the Illinois Environmental Protection Agency (IEPA) required all CCDD facilities to obtain a permit from IEPA.   The new regulation is intended to set standards for what Illinois considers “uncontaminated soils”.   What does this mean to any company, municipality or property owner intending to excavate soils?  CCDD facilities are now required to obtain a certification that the soil is uncontaminated.  Anderson Environmental is currently providing this assessment service to excavators.

These new regulations took effect in the middle of construction season and many truckloads of soil were rejected after soil from the same area had already been accepted the previous month.  Most contractors and haulers were not even aware of these new regulations and projects were put on halt until the proper documents were obtained.

Rejected loads cannot be returned to the site of origin for final disposal.  These rejected loads will now be documented by the CCDD facilities and reported to the Illinois EPA.  The Illinois EPA will follow up and request documentation for the rejected loads final disposal.  This creates a huge mess on job sites because the soils are sitting at the site waiting for a waste profile analysis so they can be sent to a licensed landfill.  Meanwhile, the costs keep adding up as truckloads of soil are returned to the site and now paying landfill rates.
