Phase I Environmental Site Assessments (ESA's) are a critical tool for property managers, investors, borrowers, and lenders to provide environmental due diligence on developed and vacant properties before purchase, sale, development, refinancing, or foreclosure. Because the threat of litigation and the cost of remedial action are considerations with every property transaction, financial institutions and corporations require an ESA before making a financial commitment.
AEC’s staff conducts many
environmental site assessments yearly to evaluate existing environmental
problems from past operations and potential environmental problems.
Phase I ESAs are typically conducted in conformance with ASTM Standard
Practice E 1527 and include the following components:
• An inspection of the subject property
• Data evaluation report preparation
• A records review for evidence of present and historical use of the subject
and adjacent properties
• Interviews with current owners and occupants as well as local government
officials
